You're going to kick yourself, but it's not code, it's a tile - '3 dialog.tga'. The code (in dialogs.gs - DialogDraw) simply uses part of that tile for the dialog box, copying 8x8 bits of it and repeating it. I say 'simply', but it's a bleedin' complex piece of coding.
