We've all been asking similar questions these last couple of decades.
But the main reason is all down to Codemasters' negligence.
Since the mid-90's, the Dizzy IP was spilt between The Oliver Twins who hold the copyright, and Codemasters who held the trademark.
The Olivers have tried for many years to get the Dizzy trademark from Codemasters one way or another, but got absolutely nowhere.
And since 2021, the situation deepened when EA acquired Codemasters and their assets.
This has forced the Olivers to give up on Dizzy completely.
It's a very hopeless situation pretty much and the fan games and what's left of the community are the only things keeping the series alive.

I hope for a situation similar to the one that saw Ron Gilbert able to make a new Monkey Island game a few years back. He had given up hope due to Disney owning the Monkey Island license after they acquired Lucasfilm from George Lucas. Although I think he happened to know someone at Disney who was able to test the waters with it.
Although I feel getting Dizzy back into the gaming market would be a harder task. I believe it would essentially require someone making a high-end/polished Dizzy game off their own back, then taking it to EA and still facing the possibility of receiving a no when it comes to publishing the game, finished or not.
I refuse to give up hope completely but still would be very surprised to see something new appear.
But I agree with initial post about the Switch, it is the perfect platform to reintroduce Dizzy on, even just re-releasing the 16-bit Dizzy games with a smooth filter on top would be a start!!
